Re-elected by the voters of House District 36 in 2012, Sergio Muñoz, Jr. is serving his second term in the Texas House of Representatives. The district includes parts or all of the Hidalgo County cities of Hidalgo, Granjeno, McAllen, Mission, Palmview, and Pharr. Rep. Muñoz completed his first legislative session in 2011, winning accolades from his colleagues by earning the inaugural House Democratic Leader’s Award from the House Democratic Caucus.
With superb committee assignments during the 83rd Legislature which include appointment to the powerful House Appropriations Committee, as well as the House Insurance Committee and the House Committee on Local and Consent Calendars, Rep. Muñoz is in a position to produce positive outcomes for the people of District 36. He also holds memberships on the House Veteran's Caucus, Mexican-American Legislative Caucus, House Democratic Caucus, Farm-to-Table Caucus, and Young Texas Legislative Caucus.
Combined with the 82nd Session -- where he was member of the Government Efficiency & Reform Committee, the Technology Committee, and the House Administration Committee -- Rep. Muñoz has authored and co-authored a myriad of bills that have benefited our communities. Among them, a measure that restored $630,000 for a bachelor’s degree program at South Texas College, creation of an overweight corridor devised to accommodate a surge of truck traffic from Mexico and the very welcome economic benefits that come along with it, development of the long-awaited medical school and consolidation of the Valley's universities, bills that will reduce high school dropout rates, punish human traffickers and sexual predators, and protect private property rights. He consistently voted to provide resources for our schools, our health care system, our border security, and a better way of life for our veterans, families, and young Texans.
Due to his position on the Appropriations Committee, Rep. Muñoz was able to help secure significant restoration of the public education budget and provide funding for major policy changes to our transportation infrastructure and water resources planning and budget during the 83rd Legislative Session.
Muñoz was also appointed to the Select Committee on Transportation Funding during the 3rd Called Session of the 83rd Legislature; the committee successfully created a consensus funding solution for the state's aging transportation infrastructure by developing a funding mechanism that allocates significant revenue without increases in taxes or fees.
During the 2011-2012 interim, Rep. Muñoz was appointed by Speaker Straus to the Interim Committee on Manufacturing, the Joint Interim Committee to Study Human Trafficking, and the National Conference of State Legislatures 2012 Symposium for Emerging Leaders.
Sergio is part of a very close family. He is the son of Sergio Muñoz, Sr., a local healthcare businessman and former State Representative of District 36. His mother is Connie Muñoz, a long-time educator from the Mission area, and his sister, Marla Muñoz-Lopez, is a healthcare professional. He attributes his early success in life to the values taught by his family.
Sergio attended Mission High School and graduated from the University of Texas at Austin with a degree in Business Administration. He then earned his law degree with honors at the Thurgood Marshall School of Law, Texas Southern University, graduating magna cum laude.
In addition to his service in the legislature, Sergio is a civil and criminal law attorney and sole principal of the Muñoz Law Firm, serving the South Texas region. He served as a Municipal Judge in Palmview, Texas and is a member of the Hidalgo County Bar Association.
Beyond his professional service, Representative Muñoz is a member of the Texas Criminal Defense Lawyers Association and the Knights of Columbus. He attends both Our Lady of the Guadalupe Catholic Church and St. John of the Field's Catholic Church.
Sergio intends to strengthen the region by sponsoring and supporting legislation and initiatives that improve education, healthcare, infrastructure, economic development, and public safety, including the restoration of critical funding to public schools and the Medicaid program. He believes that cooperation and communication are the most effective means of achieving the necessary results that Deep South Texas deserves, and strives to build community bridges and promote better collaboration among South Texas leaders.
