Born and raised in San Antonio, Texas, Gutierrez is a 1989 graduate of Central Catholic High School. He earned his BA in Political Science from the University of Texas at San Antonio in 1995 and his Law degree from St. Mary's University School of Law in 1998. He is the founder and CEO of the Gutierrez Law Firm, specializing in Immigration Law.
Roland Gutierrez was elected to the Texas House of Representatives, District 119 in a special election in May 2008. District 119 encompasses parts of San Antonio's southwest, south, southeastern and northeastern Bexar County and includes the historic Missions of San Jose and Espada, and parts of the suburban cities of China Grove, Adkins, Converse, Schertz and Universal City.
Representative Gutierrez serves on the House Committee on Licensing and Administrative Procedures, Urban Affairs and the Select Committee on Voter Identification and Voter Fraud. In addition, Gutierrez is a current member of the Board of Directors for the Free Trade Alliance for 2012.
As a State Representative, Gutierrez's efforts all have a common thread: helping the people of his district and Texas shape a better future for themselves and their families. He is a strong champion for appropriate funding of public education, affordable public health care, effective public safety and policies to help strengthen the economic security of fellow Texans. Roland Gutierrez has successfully passed laws including measures to protect successful family health programs, provide a tax cut to small businesses, fund new courts to help streamline the local judicial process, and hold foreign manufacturers accountable for harmful products sold in local outlets.
Along with his primary legislation, Gutierrez also fought hard for teachers and his constituents by crafting amendments on the House floor and working with his colleagues to protect the environment, improve public schools, support public safety officers, and protect voters.
As a State Representative, Gutierrez pledges to continue the goals that form the heart of public service – “To help the ordinary people of my district shape an extraordinary future for themselves and their families," Gutierrez says.
Gutierrez was elected to the San Antonio City Council in 2005 and re-elected in 2007. He was a driving force behind the effort to establish Texas A&M University at San Antonio, the city's second top-tier public university, and helped secure federal resources to fund the San Antonio River project without increasing the tax burden on middle-class families and small businesses. He was also praised for his work on City Council for his participation on the team that landed the Toyota auto manufacturing plant, leading to thousands of new jobs and millions in new economic activity for the city.
As a city leader, Gutierrez worked to create the Tax Freeze Initiative to limit property taxes for seniors and disabled citizens, played a key role in the groundbreaking clean air policies, including an ordinance that provides hybrid vehicle owners free parking at city meters and the conversion of city garbage trucks to run on natural gas and city vehicles to hybrid status. In addition, Gutierrez provided the leadership in developing the first library on the south side in more than thirty-one years - the Mission Branch Library. Gutierrez also served as a Chairman of the City Council's Public Safety Committee, sat on the Police and Fire Pension Fund Board, and was the city's liaison to Brooks City-Base.
Representative Gutierrez, his wife Sarah, and their daughters Izabella and Victoria live in the Mission San Jose neighborhood, where they are members of the Mission San Jose Parish and are active in a variety of community projects.
