R.D. "Bobby" Guerra was born in Edinburg, Texas in 1953. His family, both paternal and maternal, have been South Texas ranchers who helped settle the Valley in the mid 1700´s. In 1977, Bobby earned his Bachelor of Science degree from Pan American University with a double major in Biology and Chemistry. For several years, he was a television news reporter and anchor at the ABC affiliate KRGV-TV Channel 5. Tracking down the headline stories, Bobby was known for bringing serious attention to the challenges that faced the Valley.
In 1982, Bobby made a career change by furthering his education and obtained a law degree from Texas Southern University Law School in Houston, where he graduated with cum laude honors. In 1985, he was admitted to the bar and received his license to practice law in Texas and the United States District Courts for the Northern and Southern Districts of Texas. Upon graduation from law school, Bobby practiced with the law firm of Peña, McDonald, Prestia & Ibanez in Edinburg, Texas. In 1986, he joined the McAllen law firm of Ewers & Toothaker, L.L.P., and became partner after only 31/2 years. In August 1991, Bobby left the firm to begin a practice of his own. In 1997, he became a named partner of Willette & Guerra, L.L.P., and in 2012 became the managing partner of Guerra, Leeds, Sabo & Hernandez, P.L.L.C. As a founding member of the firm, Bobby has helped local city governments protect taxpayers, and represented a variety of businesses; from banks to hospitals, as well as the Basilica of Our Lady of San Juan. Bobby has practiced in all of the federal and state courts in the Rio Grande Valley and parts of South Texas.
Bobby served for several years as Director of the Hidalgo County Bar Association and was elected HCBA President for the 1993-94 terms. He is currently a member of the American Bar Association and State Bar of Texas. He is also a Texas Bar Foundation Life Fellow. Bobby was elected by his peers and served as State Bar Director for District 12 from 1996 to 1999. His district encompassed 17 counties in and around the South Texas area. He was selected as a Texas Super Lawyer in 2006, 2007, 2008, 2009, 2010, and 2011. In March of 2000, Bobby was elected Chairman of the Hidalgo County Democratic Party where he served two terms. He has also served on the board of directors of the University of Texas-Pan American Alumni Association and was elected president of the board in 2003. He is currently serving as President of the Easter Seal´s Board of Directors.
Continuing his dedication to public service, Bobby is proud to serve as State Representative of House District 41, advocating for the people and the community of his home. After a successful special election, Bobby took the official oath of office in 2012. Guerra´s first legislative session resulted in great accomplishments, not only for District 41, but for the entire Rio Grande Valley - most notably, the establishment of a new university and medical school. He is proud to have co-authored and to have been a member of the delegation which led to the fight on this landmark 83rd session that will continue to have a positive effect on the lives of young aspiring professionals for many years to come.
In addition to education, Guerra has also authored and joint-authored numerous pieces of legislation on issues such as healthcare, economic development, transportation, and agriculture. He currently sits on the Public Health and Transportation Committees. Guerra feels very fortunate to have been chosen by House Speaker Joe Straus to be placed on committees of such importance to the Rio Grande Valley´s growing community. He has been married to Leslie Yoder-Guerra since 1979, and they are the proud parents of three beautiful children, Justin, Cameron and Tessa.
