She is also the Vice-President of the Texas Conservative Coalition (TCC) and TCC Foundation Board of Directors. In 2012, she was selected to serve as the President of the Texas Conservative Coalition Research Institute, an Austin-based public policy research foundation.

She has served on the National Conference of State Legislatures' Transportation Committee since first being appointed by the Texas Speaker of the House in 2005. In 2011, she was selected to serve on the National Conference of State Legislatures' board for the Women’s Legislative Network.
Since first being elected to the Texas Legislature in 2002, Representative Harper Brown has served as Vice-Chairman of the House Committee on Land and Resource Management, and as a member of the Elections and Higher Education committees. She also served on the Legislative Council Board, as well as the Sunset Advisory Committee.
The hard work and dedication consistently demonstrated by Representative Harper Brown has been recognized by various organizations. She was chosen by the National Republican Legislators Association as the recipient of its national Freshman of the Year Award and was honored with the Civil Justice Leadership Award for her support of legislation to improve medical liability and civil justice laws in Texas.
