Doug Miller is State Representative from District 73 which is comprised of Comal, Gillespie, and Kendall Counties. The district included Bandera County prior to decennial redistricting in 2012. In November of 2012, Representative Miller was re-elected with over 88% of the vote and received the most votes of any House race in Texas. In January 2013, he was appointed by Speaker Joe Straus to serve as Vice Chair of the House Committee On Special Purpose Districts and as a member of the Calendars and Natural Resources Committees (Environmental Flows Study Group), respectively. Previously, he served on House Appropriations (Sub Committee on Natural Resources, Business and Economic Development, and Regulatory) and House Administration. The Speaker appointed Doug to co-chair the Edwards Aquifer Legislative Oversight Committee in August 2011.
Doug holds the rank of Major in the Texas State Guard. In 2012, he was awarded the Texas Outstanding Service Medal by Texas State Guard leadership and was named “State Representative of the Year” by the County Judges and Commissioners Association of Texas.
He has served as Vice Chairman of the Rural Caucus, Secretary of the Tourism Caucus, member of the Energy Caucus, Farm-To-Table Caucus, Sportsmen’s Caucus and Manufacturer's Caucuses, and Co Chair of the Air Quality Caucus. He is also an appointee to the Texas House Republican Caucus Policy Committee.
Doug served as Mayor and Councilmember of New Braunfels, as member of Region L State Water Planning Group, and as Chairman of the Edwards Aquifer Authority.
After two prolific legislative session with a solid record of legislation under his belt, Doug is considered a proven friend of retired teachers, law enforcement and the business community. After the completion of his first legislative session, he was honored by Americans for Prosperity as a “Friend of the Taxpayer,” by Texans for Fiscal Responsibility as a "Texas Taxpayers’ Advocate” and by the Texas Association of Business as their "Champion for Free Enterprise.” In October of 2010, he was honored by the Texas Water Conservation Association for providing insight and expertise during their 2010 Fall Meeting of Members. The Ranchers and Landowners Association of Texas awarded Doug their Certificate of Appreciation for his commitment to the protection of agriculture and property rights. Some of his first term legislative endeavors were providing a full property tax exemption for fully disabled veterans and giving retired teachers greater representation on the Teacher Retirements System Board of Trustees.
As former Chairman of the Board of the Edwards Aquifer Authority (EAA), representing Comal and Guadalupe counties, Doug worked with the legislature in 1993 to help write SB1477, which created the Edwards Aquifer Authority in statute. He was one of the original members of the EAA Board and was its longest serving member. He also worked with Senator Buster Brown in the writing of SB1, which created a new (bottom-up) model for Texas water planning and was subsequently appointed as a charter member of the Regional L Water Planning Group. In 2008, Doug was elected to the Texas House of Representatives with almost 70% of the vote.
Doug balances his time as a husband, a father, a grandfather, a state legislator and as President of Miller & Miller Insurance Agency (Offices in New Braunfels, Seguin, & Universal City). He has been in the insurance business since 1978 and president of his agency for 25 years. Doug is a graduate of Texas State University. He holds the professional designations of C.I.C. - Certified Insurance Counselor and C.P.I.A. - Certified Professional Insurance Agent. Doug is also a licensed Real Estate Broker and was on the Board of Directors of First State Bank, New Braunfels.
Doug has been president of numerous civic organizations including the Wurstfest, the Comal County Fair Association, Greater New Braunfels Chamber of Commerce, Comal County United Way, to name just a few.
In 2010, he was presented with the Elks Distinguished Citizenship Award for Outstanding and Meritorious Service to Humanity. He has been recognized with the Greater New Braunfels Chamber's Besserung Award (Outstanding Citizen), Outstanding Young New Braunfelser (NB Jaycees), Citizen of the Year (NB Herald), NBISD Silver Unicorn, and Outstanding Graduate of Canyon High School. Doug and his wife Anne, were named Small Business Persons of the Year for New Braunfels.
He is married to the former Anne Mund. They have been married for 34 years and have two children, Douglas II who graduated from San Angelo State University and is now Vice-President of Miller & Miller Insurance Agency and Amanda who graduated from Texas A&M and has moved into the arena of campaign work. Douglas II and his wife LeAnn welcomed a daughter named McKinley Ray Miller into the family in September of 2010.
