+ − Biography
Thomas Winfield (D) was first elected to the House in November 1992 and represents parts of Smithfield and Glocester. He is a member of the House Oversight Committee and the House Small Business Committee.
He has sponsored legislation to require tax-exempt Bryant University to make financial payments to Smithfield to offset the town’s expenses for providing services. In 2013, he cosponsored the law that made Rhode Island’s seat belt requirement permanent but reduced the fine for violations from $85 to $40. In 2016, legislation he sponsored expanded the state’s law permitting “in-law” apartments to cover any family member 62 or older, regardless of whether they have a disability. More recently, he has cosponsored measures to eliminate unfair taxes on cars and trucks.
In 2017, Special Olympics Rhode Island honored Representative Winfield with its “Inspire Greatness” award for his longtime support and his advocacy for people with intellectual disabilities.
Representative Winfield is president of Anderson-Winfield Funeral Home. He is a graduate of the New England Institute at Mount Ida College and graduated from Smithfield High School in 1981. He also attended the Community College of Rhode Island and Providence College.
He is a member of the National Funeral Directors Association, A.M.A., the Democratic Representative District Committee, and the Smithfield Lions.
Born on June 15, 1963, he lives in Smithfield with his wife, Rebecca (Campopiano).
