Donald J. Lally Jr. (D) represents District 33 in Narragansett and South Kingstown. He was first elected in November 1989 and is ranked second in the House in terms of seniority behind only Rep. Brian P. Kennedy.
A member of the House Leadership team, he is serving in the role of Speaker Pro Tempore. He is a former chairman of the House Judiciary Committee, of which he still serves as a member. He also serves as a member of the House Oversight and Rules Committees.
In 2013, Representative Lally sponsored successful legislation closing a loophole that has allowed drivers under age 21 to avoid a criminal drunken-driving charge as long as their blood alcohol level is less than .1 percent, even when it is above the legal limit of .08 percent. In 2012, he sponsored a law that made it illegal to own body armor if convicted of a violent crime.
Representative Lally has been involved with a number of causes and organizations including the Narragansett Bay Project, the R.I. Aqua Fund Advisory and Narrow River Preservation Association. He is former member of the Narragansett Democratic Town Committee.
An attorney at Lally Law Associates, LLC, Representative Lally is a member of the Rhode Island Bar Association He received his juris doctorate from the New England School of Law in 1980. He earned his bachelor of arts degree from the University of Rhode Island in 1977 and is a 1973 graduate of East Providence High School.
Representative Lally was born on Feb. 22, 1955. He is married to the former Sandra L. Arnold and they have two children, Jessica and Connor.
