House District 39 covers the greater Barlow, Barton, Beavercreek, Boring, Canby, Carus, Charbonneau, portions of Damascus and Happy Valley, as well as Eagle Creek, Estacada, Fisher Mill, Mulino, Redland, and rural Oregon City areas.
Bill Kennemer was elected as State Representative in November of 2008. For the previous 12 years, Bill served as a Clackamas County Commissioner. Prior to that, he served as an Oregon State Senator from 1987-1996. Bill holds a Ph.D. in clinical psychology and maintained a successful psychology practice in the Milwaukie area for over 25 years.
Bill’s House Committee assignments are Co-Vice Chair of the Business and Labor Committee, Vice Chair of the Joint Committee on Health Insurance Transition and as a member of the Health Care and Rules Committees. These important committees work on some of the most critical issues of this legislative session as we deal with jobs and health care reform.
Bill and Cherie McGinnis have been married for 16 years. Both lost their prior spouses to cancer. They live between Oregon City and Canby and greatly enjoy living in Clackamas County. They each have two adult children and 14 grandchildren, most of whom live Clackamas County .

OR - HB4028 Allows Oregon State Lottery to use moneys allocated for payment of costs of administration of state lottery to pay expenses incurred to implement policies related to problem gambling, to collect data related to problem gambling and to advertise availability of programs for treatment of problem gambling.

OR - HB4029 Authorizes withdrawal of tract from city located within Metro and incorporated between January 1, 2000, and January 1, 2005, if city did not acknowledge comprehensive plan and land use regulations within four years after incorporation and any portion of tract is on boundary of city and within one-half mile of another city.

OR - HB4001 Allows person elected or appointed to office of sheriff, county judge or county commissioner in county with population of fewer than 110,000 inhabitants to continue to be retired member of Public Employees Retirement System and continue to receive retirement benefits under system.

OR - HB4026 Requires providers of ignition interlock devices to notify court that required device to be installed of any negative reports downloaded from ignition interlock device.

OR - HB4050 Removes prohibition against insurer's issuing or delivering to small employer policy of insurance against risk of economic loss under less than fully insured employee health benefit plan.

OR - HB4073 Defines "vapor product." Amends laws related to consumption of tobacco products by minors to include references to consumption of vapor products by minors, including crime of endangering welfare of minor and other criminal offenses and civil penalties related to use or acquisition of tobacco by minor.

OR - HB4074 Authorizes Board of Medical Imaging to waive specified licensing requirements for individual who meets certain criteria.

OR - HB4075 Authorizes certain hunters to use battery-powered scoping devices, laser sighting devices and pin sight lights to hunt.

OR - HB4084 Directs Department of Community Colleges and Workforce Development to administer grant program for purpose of distributing funds to community colleges to make child care services available to community college students.
