State Representative Roland Winburn (D-Harrison Twp.) is serving his third term as the voice of Ohio’s 43rd House District. He represents Trotwood, Harrison Township, parts of Huber Heights, Riverside and Dayton while serving on the Criminal Justice Committee, as Ranking Member, the Ways and Means Committee, and the Small Business and Economic Development Committees. Representative Winburn is also a member of the Ohio Legislative Black Caucus (OLBC) serving as their Parliamentarian.
Along with his State Representative committees, he serves on the following committees: Ohio Minority Health Commission, Central State University’s Speed To Scale, Wright State University’s School of Professional Psychology, Ohio Sickle Cell Advisory Board, and Ohio Democratic Party’s Executive Committee. Additionally, he has membership and/or affiliations with several state-wide and Montgomery County boards and committees. Representative Winburn is a Midwest Council of State Governments, 2010 graduate of the prestigious Bowhay Institute for Legislative Leadership Development as a BILLD Fellow.
Representative Winburn is a Dayton native and a 1965 graduate of Chaminade High School. He earned a bachelor’s degree in psychology from Central State University. He used his formal education in his work as a psychotherapist employed by Good Samaritan Hospital and Health Center, and as a Child and Family Psychotherapist in a private psychological practice.
He began his life in public service when Montgomery County’s Office of Family and Children First hired him to coordinate the planning and evaluation of community health, human and social service programs, and staff to the Local Children’s Trust Fund Advisory Board. He also managed several Montgomery County General Fund contracts and Human Services Levy recipient agencies, e.g. the Area Agency on Aging and the Ombudsman’s Office, and The Alcohol, Drug Addiction and Mental Health Services Board, Mental Retardation and Developmental Disabilities Board, The Combined Health District, and the Children Services Board.
Representative Winburn was then appointed as a Harrison Township Trustee in 2001 and elected to a full, four-year terms in 2002 and 2006. He actively represented the Township on the Harrison Township Community Improvement Corporation, the Miami Valley Regional Planning Commission, the County Corporation’s Housing Committee, the First Suburbs Consortium of Dayton, Dayton Public Schools’ Community Leadership Committee and the Salem Avenue Corridor Committee.
He is a member of the Montgomery County Township Association and the National Association of Towns and Townships. His dedication to local government was so well-respected that Governor Bob Taft appointed Representative Winburn to his Eminent Domain Task Force representing Ohio townships.
Representative Winburn is a successful businessman, working as owner/founder of Ajenti Limousine & Management Service in Dayton. Before serving as State Representative, he worked for the National Conference for Community and Justice of Greater Dayton as their Fund Development Director.
Representative Winburn and his wife of 41 years, Iris, are members of Saint Benedict the Moor Catholic Church. They enjoy spending time with their adult children and their families, which include four grandchildren.
