Will Barclay was first elected as a member of the New York State Assembly on November 5, 2002. He currently represents the 120th Assembly District, which includes the Oswego County towns of Albion, Amboy, Boylston, Constantia, Granby, Hastings, Mexico, New Haven, Orwell, Palermo, Parish, Redfield, Richland, Sandy Creek, Schroeppel, Scriba, Volney, West Monroe and Williamstown; the cities of Oswego and Fulton; the Onondaga County town of Lysander; and the Jefferson County town of Ellisburg.
Born in Syracuse, New York in 1969, Mr. Barclay is a lifetime resident of central New York. An attorney and a businessman, Mr. Barclay is a partner in the Syracuse law firm of Hiscock and Barclay, LLP where he specializes in business law. He is a member of the Oswego County Bar Association and the Onondaga County Bar Association. Mr. Barclay is currently a board member of Pathfinder Bank and Countryway Insurance Company and also formerly served as a board member of Syracuse Supply and QMP Enterprises, Inc. He is a member of the Executive Committee for the National Conference of Insurance Legislators. Because of his experience in business and law, Assemblyman Barclay knows firsthand the challenges that the business community faces in New York and, therefore, he has focused his legislative agenda on policies that will benefit the upstate economy and the working men and women of his district.
As a civic-minded person, Mr. Barclay has participated in a number of community organizations. He formerly served on the Board of Directors for the Friends of the Rosamond Gifford Zoo at Burnet Park, the Everson Museum of Art, and the Northern Oswego County Health Services, Inc. In addition, until his election to the Assembly, Mr. Barclay was a member of the SUNY Oswego College Council, a position he was appointed to by Governor Pataki.
For his accomplishments, in 2004, Mr. Barclay was recognized as one of Oswego County Business magazine’s Forty under 40, an honor given to Oswego County leaders under the age of 40. Mr. Barclay was also awarded the 2007 Martin Rose Economic Developer Merit Award for his commitment to the economic development process by helping to facilitate the attraction and retention of businesses in Oswego County.
In January 2012, Mr. Barclay was named Deputy Minority Leader, the leadership post he currently holds. Prior to this position, Mr. Barclay served as Assistant Minority Leader, Chair of the Minority Joint Conference Committee and Vice Chair of the Minority Program Committee, a leadership position that he was appointed to in the beginning of his second term in the Assembly. In addition, Mr. Barclay formerly served as Chair of the Minority Conference’s Hunting and Fishing Task Force and currently serves as a member of the Assembly Minority Task Force on Manufacturing and the Assembly Minority Task Force on Small Business. Since 2006, Mr. Barclay has served as Chair of the Assembly minority conference campaign committee. In addition, Mr. Barclay holds the position of Ranking Minority Member on the Assembly Insurance Committee.
Mr. Barclay is a graduate of St. Lawrence University and Syracuse University College of Law. After graduating from law school, he served as a law clerk for Roger J. Miner, a judge of the United States Court of Appeals, Second Circuit, in Albany and New York City.
Mr. Barclay represents the eighth generation of his family living in Pulaski, New York. He and his wife, Margaret, have two sons, Harry and George.
