+ − Biography
Bill Nojay was elected to serve the constituents of the 133rd Assembly District on November 6, 2012. His district includes all of Livingston County, the towns of Pittsford, Mendon, Wheatland and Rush in Monroe County as well as the towns of Prattsburgh, Cohocton, Wayland, Dansville, Hornellsville and the City of Hornell in Steuben County.
Bill is a small-business owner, business attorney working with small- to mid-sized companies in Upstate New York, and the host of a daily radio show which runs on several stations around Upstate New York. Bill co-authored a book used by industry finance executives on New York sales and use taxation of manufacturers. He works extensively in the agriculture industry with dairy and grain farmers, distributors and transporters. As a strong supporter of exporting Upstate products, Bill served for three years as President of the International Business Council of the Greater Rochester Chamber of Commerce. He is a former member of the American Immigration Lawyers Association.
Governor George Pataki nominated and the State Senate confirmed Bill as Commissioner of the Rochester Genesee Regional Transportation Authority in 1996. He was elected Chairman of the Authority later that year. Bill also served as a member of the Executive Committee of the Genesee Transportation Council and as Chairman of the Regional Trails Initiative Steering Committee for the Rochester region. He also served in the Administration of Detroit Mayor Dave Bing as Chief Operating Officer of Detroits transportation system.
Governor Pataki also named Bill to serve as a Trustee and Chairman of the New York State Interest on Lawyer Accounts Fund (IOLA), which provides funding for legal services to low income New Yorkers. He is a former member of the Board of Directors of the Legal Aid Society of Monroe County.
Bill is devoted to turning Upstate New York's economy around and creating more jobs by cutting state spending and unnecessary regulations, and lowering property taxes by eliminating state mandates. As an Upstate native, Bill understands the importance of the farming community to New York's success. He supports family farms, agriculture and water districts, lowered utility rates, and "right to farm" legislation.
Bill believes the tradition of volunteerism is not only a financial issue for Upstate towns but a part of the fabric of our society we need to protect. During his five years as a Certified First Responder, EMT and ambulance driver with the Pittsford Volunteer Ambulance Service, he saw firsthand the negative impacts of dramatically increased, state-mandated training and paperwork requirements on emergency medical services. He believes these and similar unnecessary burdens on volunteer fire and rescue departments in New York need to be rolled back while volunteers are encouraged to support their communities.
Bill is a former Director and Treasurer of the Al Sigl Center for the Developmentally Disabled in Rochester and former Chairman of its housing subsidiary providing affordable, accessible residential options for special needs adults. He served as Chairman of the Monroe County Sports Commission, promoting amateur athletics and sports facility development in the region.
Bill is currently Chairman of the U.S. Armys Community Advisory Board in the Rochester region and attended the U.S. Army War College Strategy Implementation Program in 2011. He has served as a member of the Board of Directors of the Vietnam Veterans Memorial of Monroe County, Inc.
Bill has served as an Election Monitor with the International Republican Institute in Ukraine and Afghanistan and has supported democracy movements in Nepal, Cambodia, Mongolia, and Iran. He is currently a Director and Secretary/Treasurer of the Foundation for Democracy in Iran.
Assemblyman-elect Nojay is a native of Rochester. He and his wife Debra have raised three children. They reside in the town of Pittsford, Monroe County. Bill graduated from Columbia University with graduate degrees from its schools of law (JD) and business (MBA). As a student Bill interned in the Washington offices of U.S. Senators James Buckley (NY) and Gary Hart (CO) and the International Monetary Fund. He received a Certificate in International and Comparative Law from the Parker School of Columbia University and was a Research Fellow at Tribhuvan University in Kathmandu, Nepal while living there as a Thomas J. Watson Fellow.
