17th term in the NH HouseRepresents Hampstead and KingstonHe is member and past vice chairman of the Joint Legislative Historical Committee. He is also a member of the Joint Legislative Ethics Committee since 2013. Rep. Welch has 18 years experience on the Rockingham County Executive Committee, serving four years as chairman. He is also clerk of the Rockingham County Executive Committee and the County Convention and has been involved with the Rockingham County Jail/House of Corrections. He served as sub-committee chairman and liaison to the Jail Building Committee from 1988-89. A past chair of the House Public Protection and Veterans Affairs Committee, Rep. Welch was instrumental in the passage of legislation creating both the NH Veterans Cemetery and the Law Enforcement Memorial in Concord. He was also the sponsor of legislation that established the Firefighter Training Academy and the state prison in Berlin. Retired in 1993, Rep. Welch worked at Lucent Technologies, formerly Western Electric, for 31 years. He has nine children, 22 grandchildren and 17 great-grandchildren.
