Juvenile Offenders - As enacted, revises the sentence for aggravated rape of a child when committed by a juvenile, as required by the U.S. Supreme Court in Miller v. Alabama, from mandatory life imprisonment without parole to a Class A felony to be sentenced within Range III; applies to sentences imposed on or after July 1, 2021; specifies that a person who was a juvenile at the time of committing the offense of aggravated rape of a child must serve 100 percent of the sentence imposed less sentence credits earned and retained, not to reduce the sentence imposed by more than 15 percent. - Amends TCA Title 39 and Title 40.
