Civil Emergencies - As introduced, reduces the time period, from 60 days to 21 days, that the governor can declare a state of emergency; requires the general assembly to authorize an extension of the state of emergency by joint resolution; prohibits the governor from shutting businesses down, restricting the freedom of travel and assembly of citizens, or expending funds without approval of such actions by the general assembly. - Amends TCA Title 4; Title 5; Title 8 and Title 58, Chapter 2.
