Require 51% of funds received from a local sales tax to be used on projects in designated areas of elevated poverty.

Amend to propose creating a new section to the Kentucky Constitution to allow casino gambling at no more than seven locations and dedicate ten percent of the revenue to promote equine interests, dedicate the Commonwealth's revenue from gaming to job creation, education, human services, health care, veterans' bonuses, local governments, and public safety.
