Senate Committee Amendment No. 1
Deletes everything after the enacting clause. Reinserts the contents of the bill as introduced with the following changes. Provides that the definition of "public institution of higher education" does not include a public institution of higher education whose primary method of textbook issuance is through a rental program. Provides that a textbook advisory committee's policy must ensure the publication of certain textbook information within reasonable expediency after the information becomes available (instead of by 60 days before the start of the semester or other term). Provides that a textbook advisory committee's policy must prohibit employees from demanding or receiving any present or promised gift, payment, loan, subscription, advance deposit of money, services, or other thing of value as an inducement for the selection of any specific textbook or supplemental material for use in an academic course taught at the public institution of higher education (instead of prohibiting employees from receiving payments in exchange for selection of specific course materials); provides for exceptions. Requires each public institution of higher education (instead of a textbook advisory committee) to report to the Board of Higher Education or the Illinois Community College Board. Removes the provisions amending the State Mandates Act.
