Senate Amendment 001
Replaces everything after the enacting clause. Amends the Public Utilities Act. In a provision concerning energy efficiency and demand-response measures, authorizes the Department of Commerce and Economic Opportunity to adopt any rules necessary and prescribe procedures in order to allow, after Department approval of an executed rebate agreement, grant, or contract for energy efficiency measures, that dollars to cover those costs be paid directly from the utility to applicants determined in compliance with Department standards. Provides that the Department may also authorize direct payment from the utility to the Department's approved vendors for services provided by the vendors related to that provision. Makes conforming changes to a provision concerning natural gas energy efficiency programs.
