Provides that a health care facility shall develop a policy to encourage the participation of minority-owned, women-owned, veteran-owned, and small business enterprises in capital projects undertaken by the health care facility. Permits health care systems to develop a system-wide policy in order to comply with the policy requirement. Requires health care facilities and health care systems to develop the policy no later than 6 months after the effective date of the amendatory Act. Exempts health care facilities with 100 or fewer beds, health care facilities located in a county with a total census population of less than 3,000,000, and health care facilities owned or operated by a unit of local government or the State or federal government.
