House Committee Amendment No. 1
Deletes everything after the enacting clause. Amends the Election Code. Requires that a person seeking to vote in person present a government-issued photo identification card or a Voter Identification Card to the election judge or early voting official. Requires the Secretary of State to issue a photo identification card to each registered voter who does not have another government-issued photo identification. Makes failure to present a government-issued photo identification and inability to afford the Secretary of State's Voter Identification Card, as well as religious objection to having one's photo taken, one of the reasons a person may vote a provisional ballot.
