Provides that employers with fewer than 4 employees are subject to penalties ranging from $500 for a first offense to $5,000 for a third or subsequent offense. Provides that employers with 4 or more employees are subject to penalties ranging from $2,500 for a first offense to $5,000 for a third or subsequent offense.
