House Committee Amendment No. 1
Replaces everything after the enacting clause. Amends the Illinois Wage Payment and Collection Act. Provides that municipalities with populations of less than 500,000 may make deductions from employee wages or final compensation that do not exceed 15% of the net amount of the payment for an excess payment made due to, but not limited to, a typographical or mathematical error made by the municipality or to collect a debt owed to a municipality after notice to the employee and an opportunity to be heard. Provides that prior to any such deduction to pay a debt owed to the municipality, the municipality shall certify that (i) the employee has been afforded a hearing, conducted by the municipality, to dispute the debt, and (ii) the employee has received notice of a wage deduction and opportunity for a hearing. Defines key terms.
